Saudi Arabia Launches One-Contract Hajj 2027 Package for Pilgrims

Saudi Arabia has launched a new "comprehensive package" for foreign pilgrims for Hajj 2027. The Ministry of Hajj and Umrah announced it on Monday, September 28, 2026. Under the new system, the main services a pilgrim needs, from the day they arrive in the Kingdom to the day they leave, will be booked through one single electronic contract.

The package is not sold directly to pilgrims. It is meant for the Hajj offices of different countries and for foreign Hajj agencies. They will book the services on the ministry's online platform, known as the Electronic Path or Nusuk Masar, using just one application.

What the new package includes

The package has four main parts. The first is services at the holy sites, which means the camps and arrangements in Mina, Arafat and Muzdalifah during the days of Hajj. The second is housing and hospitality in Makkah and Madinah. The third is transport, and the fourth is food.

On top of these four, offices and agencies can add optional "enrichment" services. The ministry has not yet shared a full list of these extra services. It said the aim is to let each office design its own programmes for different groups of pilgrims, under clear and flexible contract rules.

In the past, Hajj offices often had to handle different services through separate deals. The ministry says putting everything into one request will make the process simpler and more transparent. Three sides are involved in these deals: a country's Hajj office, foreign Hajj agencies and the Saudi companies that provide the services.

Part of early planning for Hajj 1448

Hajj 2027 falls in the Islamic year 1448 AH. The main days of Hajj are expected around the middle of May 2027, but the exact dates will depend on the sighting of the moon.

Saudi Arabia started work on this season early. It issued its first arrangement documents and the season timetable on May 29, 2026. The ministry has also met Hajj offices from more than 75 countries to review plans, rules and requirements. The ministry said the new package is part of these early preparations and supports Saudi Vision 2030 and the Pilgrim Experience Program, which aims to improve services for pilgrims.

Some important dates are coming soon. According to the Saudi Hajj calendar, each country's Hajj affairs agreement with the Kingdom is due to be signed by November 8, 2026. The remaining money for pilgrim packages must be transferred by December 24, 2026, and the timetable released earlier this year set January 23, 2027 as the last date for contracting these packages. In earlier seasons, Saudi Arabia did not accept any contracts after its deadline, and final country quotas were then fixed.

What it means for Pakistani pilgrims

Pakistan sends one of the biggest groups of pilgrims every year. Its total quota for Hajj 2027 is 179,210 pilgrims. Of these, 107,526 seats are under the government scheme, including 30,000 seats for a shorter package. The rest, about 71,700 seats, are with private Hajj operators.

All government scheme seats were booked online by August 25, 2026. The Ministry of Religious Affairs told Arab News it was the first time the whole government quota was filled through a digital system. The government package costs Rs1.2 million for a stay of about 40 days, and Rs1.3 million for the short package of 20 to 25 days. Booking under the private scheme is still going on through the official Hajj portal.

The Saudi move fits with Pakistan's own new plans. Under Pakistan's first four year Hajj policy for 2027 to 2030, the government wants to sign three to four year contracts in Saudi Arabia for housing, transport, food, air travel and baggage. Private operators must take bookings only through a digital portal linked with NADRA and the State Bank of Pakistan, and payments to Saudi service providers are to be made directly, not in cash.

What happens next

The Ministry of Religious Affairs has not yet said how it will use the new Saudi package for Pakistani pilgrims. It is also not clear yet whether the package will change the cost of Hajj for anyone. Those details are expected as Pakistan finalises its contracts with Saudi companies before the deadlines.

Pilgrims who have already booked do not need to take any step because of this announcement. The contracts are signed by Pakistan's Hajj office and by private operators, not by pilgrims themselves. People should keep their passports valid, follow updates from the Pak Hajj app and the official Hajj portal, and book only with operators approved by the government.
